Headlight Voltage Leakage

I recently encountered a new issue with my headlights. It started with an attempted headlight bulb upgrade. The high beam is getting some voltage (about 3 volts) even when the switch is on low. If I have the hazards on, I can see the high beam dim and brighten along with the hazards. If I flip on the high beam, it works fine, and doesn't appear to interfere with anything else. The high beam indicator on the dash also has a slight glow when the high beams are off.

I disassembled the light switch to clean any corrosion (thinking it was that), and there was no improvement. Still has a voltage leak. I ran out of time to work on it today, but plan on solving this another day. My next plan is check ground wires and the turn signals on the front. Are there any other notorious places I should look into? The bike is a 1990 Ninja ZX600-C. Thanks!

Never mind. Turned out to be a faulty reserve lighting box.
Luckily I was able to bypass it for now.
