Aftermarket exhaust and block off plates

Hey guys I have a 2012 ninja 650r. I just ordered a 2 bros exhaust along with a power commander which I'll be ordering next week. I was told by some people to get block off plates?? What are they and what purpose do they serve. Any cons to getting them as well? I tried doing some research on them but looking for some clear answers. Thank you

The extra fuel from the motor running slightly rich travels into the exhaust, the "popping" noise you get upon deceleration comes from this extra fuel igniting and burning off,

adding the block off plates will close the reed type valves that allow the oxygen into the exhaust so the fuel will burn, this is done in an attempt to stop the "popping" from an after market pipe.
