The install guide says "Secure the ground eyelet of the PCV wiring harness to the ground bolt on top
of the engine case and rear of the starter (Fig M)."

So I would suggest grounding it there. If the PCV lights up when you turn the key on, it is getting power. Do you hear the fuel pump run when you turn the key on?

Have you attached the old cables (the ones you pulled out to attach the ones from the PCV) to the spare cables from the PCV..as the old ECU is still installed u need to trick it into thinking it still controls the pistons etc
