Cold start problem

Hello guys, I need your help to finally enter in your great community.
I own 2007 EX650R with 24000 km

I have very unusual problem. Bike does not start when it is cold. It's not battery problem, because starter is working. Problem should be in fuel injection system. It looks like that fuel or air is not enough to start engine when cold. If the engine is warm enough it starts very easy, but still needs to set throttle level little bit higher than normal. It also changes idle speed sometimes and even stalls in neutral while riding. FI light comes on sometimes when I try to start. Also when I'm riding with 6th gear FI light comes on after 7000revs. Looks like fuel is not enough again. I changed spark plugs and air filter. Problem remains same.

The biggest problem is, that there are no official Kawasaki dealers in my country, nor qualified mechanics. One bike mechanic told me, that it's fuel pump problem but he couldn't confirm that. It's only one possible option. I couldn't find anyone with the same bike to change fuel pump and check. I checked fuel pump (removed fuel hose and it pumped some fuel when ignition was on) but can't say if it produces enough pressure to start the engine.

Could you please give me any advice how to find the cause.
