I'm also in California. I have purchased 1 new truck and 3 new bikes from the dealer. All plates and registration sticker came because the dealers take care of it. I also bought a used bike from the dealer and the registration came without me stepping into a DMV.

Only time I've had a problem is when I traded a bike into a dealer and the DMV kept sending me registration renewals. The dealer did not transfer the title into their name nor did they sell the bike. So for all the DMV new, it was still mine. I had to go back in forth a few times between the dealer and DMV but finally figured out the dealer was being shady. In the end they did the right thing, it just took a little shove.

Also, when you buy a new car/bike at the dealership, you get a temporary registration, piece o' paper. supposed to be your temp reg till you get the real one from the dmv in the mail.
