Maxing at lower RPMs

I have a 2006 Ninja 500r. The RPM red line starts at at 11 and continues to 13000 RPMs. Where my bike has always maxed at 10.5 and I've shifted I noticed a couple of days ago as I was riding At one point it hit 8, stopped accelerating and actually began to slow down. The next gear it maxed at 7. So it's not going all the way up to the 10.5 that it has in the past, and it maxes at various limits of RPMs that don't make sense to me.

I was wondering if this could be caused by fowled carbs, any comments or thoughts are appreciated.

I'm wondering if this forum is as frequently used as other sources.
My problem is as follows. Imagine your starting from a red light. You floor the gas down- get to 10.5(000) RPM's, before having to shift to second at about 40 mph. You continue in second gear to 10.5 RPM's, and then to third, and fourth etc. That's how the Ninja 500 has been in the past. However as of late my ninja has been acting differently. I can sometimes get it up to 10.5(000) RPM's, but not everytime. In fact less and less is it possible. My bike will hit 8(000) RPM's, stop speeding up, and actually decelerate. I can go to the next gear up and it will accelerate but only till the RPM's hit 7(000).. then again in the next gear it will go up to only 6.5(000). Does any one know what I can do to fix this?

Also I don't know if its relevant but today while I was riding my idling RPMS were incredibly high. Up around 3, instead of the 1.5 that I'd had them set to.

Your choke might be stuck on.

Of course I'm generalizing from a single example here, but everyone does that. At least I do.
