Check out this thread.

You can use a hammer and a driver to adjust the preload. If you do, use a wooden driver to prevent damage to the aluminum collars.

Thanks for all the help..

I'm assumming these tools would work for the my steering stem as well since the nuts looks to be the same as my preload except they are smaller...

What tool do I need to use to adjust the preload? Is there a tool I can find at my local autoparts store that will work...

I'm tired of damaging the preload nuts and washer but using a screw driver and hammer to move the rings....I know this is bad...
