Any help on this noise?

I’m looking to buy this ninja250 from this guy and he sent me this vid of the “clicking noise” it’s making. He says it’s a dirty chain tensioner but from what I’ve read a dirty tensioner doesn’t make this noise. Not only that, but I’m not hearing any clicking, does this vid sound normal?
