Vehicle deer whistles have not been proven to eliminate or mitigate deer-vehicle collisions.
Scientific evidence claiming otherwise is non-existent. Pest-control devices are only partially regulated in the U.S., so scams abound.
Here's one article:

My favorite part: one tested whistle generated sound beyond the frequency range deer can hear.
"The hearing range of white-tailed deer, the most common species in the United States, is between 2 kHz and 6 kHz, so the animal is not capable of hearing the 12 kHz signal."
Chalk up another victory for the scientific method over anecdotal evidence and urban legend.
Here's another quote, from another article:
" While manufacturers contend deer can hear the whistle up to a quarter mile away, no published research verifies the device's effectiveness. The Insurance Institute for Highway Safety presented evidence refuting claims promoting the whistles..."

Love it. Sucker born every minute and two to take 'em, I figure.
