Would air pockets within your brake fluid cable
make your breaks pulse when stopping?

and if you notice your brake fluid looking low in its resevoir would that mean that you'd need new brake pads?

No, air causes the brakes to feel spongy, i.e. it compresses a hell of a lot more than mineral oil. Pulsing is indicative of warped brake disks I'm afraid.

Worn pads wouldn't really make your fluid low...unless it was just enough to begin with.

the pulse sensation sounds like warped rotors and/or pads.
