Noticed this for the first time ever... It's only on the left side, not the right... Is there supposed to be a bolt in there, cause I can see threading inside the hole... My friend told me it's supposed to be like that and uncovered and that it's for a steering damper addition?
You can buy them at tons of online stores: Lockhardt Phillips, Kneedraggers.com, 58cycle.com etc. I would go to Google and do a search.
On top of that, I am sure that ebay would have them.

side mount dampers work well, but they are not used much anymore. Some people find they interfere with their hands, so now we usually see top mounted dampers.
side mount dampers work fine and yes they usually interfere with the left hand you pinch your thumb alot. so they started desining radial mounted dampers. but even before that alot of bike would take the piston type damper and mount them under the lower triple, it looked really slick.
i use some no name 60$ damper on my zx6r- it does what it needs to do. so all is good
