I feel a little dumb even asking but I just bought a used 2007 ZZR600. I've been doing some maintenance on it right off the start so I know everything is good on the bike. I went to change the spark plugs last night and the frame sits too close to even get the two outer stick coils out of the chamber. This seems odd as I haven't found any info that this is normal. Seems ridiculous to me that to change the plugs I have to take the frame apart. I was just curious if this is actually normal as the service manual I have makes no indication of it. Also I don't have the tool kit that comes with the bike.

Exactly. Don't be afraid to bend the coil a little bit to get it out.

Helps to move any wires and hoses out of the way. My fighter was originally a ZZR and I've done plugs many times. You don't have to put a lot of effort to get the coils out on the outside. Move the other crap out of the way.
