I think a hammer type impact driver would come in handy here.
This is exactly what I had to do. I hit the bar end with a blow torch and then I used a hammer type impact driver to loosen it. Unfortunately, with all that metal there, the bar end can act as a heat sink and the more the heat is directed onto the specific bolt, the faster it should go.

One thing the asker should keep in mind is to make sure that it's loosening and not tightening. The directions on mine were rather confusing. For mine, I had to put the driver on the screw and then turn in the indicated direction. Not turn the tip in the indicated direction. YMMV depending upon the specific tool that is used.
