what do you mean you changed the neutral bulb? was it burnt out?
you should be able to start in any gear with the clutch in, the only gear you should be able to start without the clutch is neutral
have you replaced the switches?

You've lost the earth from the horn to the clutch lever switch.
If the horn works, then its in the handle bar loom where the earth is spliced in, Black/Yellow wire is what your looking for, to the 3 wires, Black, Black Red, are the other 2 to the clutch lever plug.

I say the clutch switch is sticking. Give it a shot of dry lube or wd-40
