To find a helmet that fits proerly, you HAVE to go try them on. Changing the padding out will not make a difference as everything is size specific in a helmet. Padding, the foam inside and the shell are all made to a specific size. Go to a shop that actually knows how to fit a helmet to someone and try a bunch of different ones on and find one that is tight but doesnt have any major pressure points. Remeber that the padding will compress some as you wear it and the helmet will loosen on your head a little so you want it nice and snug fitting. With the helmet strapped on, you should not have very much movement. Grab the helmet by the chin bar and twist it and rock it back and forth on your head to ensure there is very little movement.
A proper fitting helmet will save your life. One that is too big can be almost as useless as not wearing one at all.
