How do you remove the handle bar bolts? I tried using an allan wrench but they are in pretty tight. They're supposed be that tight right? Do any of you have suggestions as to how I could remove them?

Try using a cheater bar extention on the allen wrench, there is probably some kind of thread locker in there to keep 'em from vibrating out.

The handlebar bolts take a non-permanent locking agent and torque to 25 ft·lb or 34 N·m. Use a hex bit socket and a breaker bar.

As I was using the bar, I began to strip the bolt. I wasm't even applying that much force, so what else could I try?

That bolt has red loctite on it. Heat will loosen it. It takes a slow steady pressure to get it off. You are lucky, the old one have a phillips head.
