hey everyone. I am new to these forums. My name is Brandon. I have my first bike, a 2001 Ninja 250r and the idle dial kind of confuses me. How exactly do I know if it is open or closed enough? Approximately what rpm should a healthy ninja 250 idle?

Welcome to the forums! As you can see from my post count, I'm new here as well.

The factory idle is at 1300 RPM. When warmed up with the choke closed, the idle should remain there. So warm it up and adjust it up or down until a smooth 1300 is achieved. Some people let their bikes idle a bit higher. As long as you're not racing the engine when it's cold, that's fine... although I would think having the idle set too high could be dangerous when cruising off the throttle.
