Could still be a carburetor issue. I had the same problem working on an 03' ZZR 600 my buddy had. Is your bike fitted with an aftermarket intake or exhaust? if not you can make sure your jetting is factory and that your float height is within spec. Ultrasonic carb cleaning is also a viable option, try finding someone local who offers the service. Then you'll definitely want to do a carb balancing. If you're confident that the carbs are clean and balanced wouldn't hurt to check compression to see if you're chasing a problem that can't be fixed.
