I had the same problem on my 99. My horn is in front right about the wheel. I took the wire off the actual horn clean it up a little bit, reconnected it and it worked fine. I think some condensation caused corrosion and it wasnt getting a good connection. Try that first. Took me about 5 minutes... I want to get a wolf whistle for it though!
