hello,
Im just getting my bike, its for sure a 250 since its my first road motorcycle. im planing on putting on yoshimura full exhaust and adding a dynojet jet kit to it. So my first question would be do I have to mod/buynew any PCIII or air filters? thanks

The bike had carbs, pc3 is for fuel injection mapping. You can do filter if you want but not necessary.
A jet kit and some fine tuning of the carbs is all you need for a full exhaust to work properly. Welcome to the club
