It's the rear brake light switch. I see the plastic nut there. What your rearset doesn't appear to have is the bracket that holds the switch in place. When it was stock, there was a spring that pulled that pin out that connected to the brake pedal. Step on the brake, and the pin got pulled down by the spring. Not all aftermarket rearsets come with brackets or kits that will activate the rear brake.
