Just looking at your post, the 15 degree would be more of an angle, and would be lower. I'm not totaly clear though, is that 15 (or 8) front to back, or a downward angle?
It doesn't say. I don't know, it doesn't make sense to me. It seems like the angle between the forks and bars would have to be acute, but an 8* acute angle would be so retardedly steep that it wouldn't function.
I believe it means degrees downward from a horizontal line drawn through the upper triple. In that case a 15 degree angle is almost twice as aggressive as the 8 degree angle.
