2000 ZX6R shifter barely moves, doesn't go into 3rd

I just bought the bike and got all the carb issues sorted out. Went to take it for a ride around the neighborhood and found out it had an issue shifting. First off the shifter doesn't spring back into place, and is very hard to move at all. I was in sneakers and it felt like my toe was going to snap before it moved. When I got it shifted into first it just stays down, returning to neutral as I pull it back up with my foot. It does the same thing when I go into second as well. Then it's stuck all the way up so there's no way to get into third.

Based on what I read so far I'm going to try changing the oil tomorrow. If it persists I'm going to look into a bent shift shaft or bad return spring. Other than that is there another possible cause I may be missing?

Check your shifter linkage as well, it may be binding and causing some issues. Hopefully it's just the linkage or a spring.

Here is the service manual in case you don't already have a copy - http://support.bazzaz.net/service_manuals/ZX600J8F.pdf

I didn't think of that. The bike has definitely been down at some point, so maybe it got bent when that happened.
