Heavy steering - newbie

I have just taken a race bike I am looking to buy for a test ride down the street. It has slicks on it.

The bike was reluctant to turn, that is slow speed (not countersteering). I have checked the head bearings and they feel a little tight but not what should amount to the very heavy steering I felt.

Could it be the slicks are super grippy and dont like turning? Or should I take a closer look at the head bearings.

It is a 95 ZX6.

No dampener. The steering moves very freely with the wheel off the ground. The bearings feel perfect, no tight spots at all. I think I can rule out the bearings. I might ride it round the block again this afternoon just to make sure I wasn't dreaming.

I wonder if it is just because I am so used to my new bike (05 ZX6R)?
