Valve clearance too tight?

So I have my entire bike torn apart and my engine had been running a bit sluggish so I checked my valve clearances. On three of my exhaust valves the clearances were less than the suggested. (Supposed to be .22 to .31 mm. I measured two at .2 and another at .15) I looked at the shims used by the manufacturer and found that they put in a 3 mm shim, a 2.9 mm shim, and a 2.95 mm shim.

My curiosity has me asking why did the clearance on these three valves get under the range they should be? I can understand if they had too big of a gap. Any ideas?

P.S. All the other valve clearances were in range for exhaust the intake. It was only these three valves that were off.

the valve clearances will almost always shrink, mostly because the valve sinks into the seat over time...

ALL valves should be shimmed halfway between minimum & maximum.
DO NOT try to figure for future wear. that will be addressed at the next valve adjustment.
